Help! I'm trying to use Word to make a simle form-?

I'm using the underscore to draw lines that are double-spaced down the page. Every time I go to the next line, Word is automatically single spacing them, and if i try to use 'enter' to add a space, it just adds another single spaced line. Is there any way to turn this off or override it?
