Yugioh Magical Citadel of Endymion question?

When Magical Citadel of Endymion is played, does it's effect allow it to gain a Spell Counter as soon as it's placed down? The effect I'm referencing is the effect that allows it to gain spell counters whenever a spell card is played. So, does the fact that IT is a spell card give it a spell counter?
