BYB on the block... HELP?

If he's not doing anything illegal (too many dogs, failure to clean up after dogs, barking dogs) there isn't anything you can do about it AND while *you* may feel it is wrong - it is his legal right to do as he wishes with his own property - whether you believe it is moral and ethical or not. You can, however, report him to Animal Control, the Attorney General for your state or the ASPCA for selling underage pups.
